The man reached the beach of the resort as he swam through another beach, it said.
According to the egyptian Interior ministry, the assailant "has reached the private beach of a hotel in Hurghada, where he committed his crime while swimming from a public beach nearby".
The attacker's motive was still under investigation, the interior ministry said. But this might be a misleading figure, since the estimated revenues from tourism in the first half of this year is 70 percent lower than it was in 2010, before the beginning of the Arab Spring uprisings.
Four other people were wounded in the incident. Officials did not reveal the nationalities of all the tourists.
But Germany's foreign ministry, which condemned the stabbing as "cowardly" in a statement, said it could not confirm or deny whether its nationals were among the victims.

The 28-year-old suspect from Kafr Al-Sheikh province in the Nile Delta, north of Cairo, has been transferred to the capital for questioning.
