South Korea has proposed talks with the North on easing border tensions and holding family reunions in what would be a step toward the new president's goal of renewing engagement despite rising tensions over the communist state's nuclear weapons program.
Chances for talks on family reunions are slimmer as North Korea has already made it clear that it won't agree to a fresh reunion program unless Seoul returns some of the North Korean defectors living in the South who it says were abducted by South Korean agents.
The United States' special representative for North Korea policy is visiting Myanmar this week to intensify US efforts in curtailing revenue for the Kim Jong Un regime.
The move is all the more shocking because North and South Korea are technically still at war.
"I ask the North to answer to our proposal by restoring the now disconnected military hotline near the West Sea", he said at a news conference. The last family reunion was held in October that year.

North Korea has called for the suspension of South Korea-U.S. joint military exercises, but Pinkston said that is unlikely given Pyongyang's repeated ballistic missile launches, including the July 4 test of what some experts say was an intercontinental ballistic missile (ICBM) with the potential range to reach Alaska, although the U.S. disputes this claim.
Myanmar is a key country of interest, because it is unclear whether the country's military still purchases weapons from North Korea.

Moon was emboldened by U.S. President Donald Trump's support for Seoul to take the initiative in dealing with Korea issues. We do have some bargaining chips with Beijing in this regard including a warning that we may otherwise extend diplomatic recognition to Taiwan and provide them with significantly more military aid.
